I had the same problem when i was younger, u just need to keep trying and eventually the skin will stretch enough to come down.

Just leave it there! Whatevere you do, do not touch it! If you leave it there and never touch it, it will just heal so it can't be opened. When you have managed this, you take a solid grip around your penis and pull back as quick as you can, no matter how much it hurt. Or... You could just visit a doctor like most of us would.

It really depends. Going on the little info you gave it could really be anything from just a foreskin that's too tight now, but could indeed loosen to something more serious like phimosis (just google it).

If, and remember that's a big if, it does turn out to be a medical condition remember to just talk to your doctor about it and possible options. Considering your age you should let your parents know if it's a medical condition.
I know a lot of men, young men in particular, can feel embarrassed speaking to their doctor about this but believe me, they've most likely seen and heard it all.
Surgery is unlikely, unless it's serious.
