Completely normal. What is happening is the blood is flowing, goes into the testicles and back out into your body. The shifting of the blood moves them. It is often very common after an erection too, as the blood flows from the penis back into the body. Technically, your penis moves too without any intervention, when you lose an erection.

like the first comment. It means that your testicles are getting ready to blow their load. That and the blood that is getting circulated throughout your groin region. Its getting about 15% of your entire bodies blood flow at that point. Not sure if its totally correct but its een awhile since I've read up.
