I think the spooning and pecks on lips is fine, there are however boundaries between siblings which should not be crossed obviously cause then it would be classed as incest! making out is deffinately not right especially if your older and aware of what it is your engaging in, otherwise parents should be keeping a close on on their children and advising them on whats acceptable and whats not.
