I'm having a hard time telling if you're enjoying this attention or not.
Up until you said it was "creepy" it sounded like you were falling in love with him.
So you might need to consider a few things 1) Are you staring back at him? If you are then it may actually be *escalating* things between the two of you.
2) Asking "random personal stuff" - as a teacher he may be trying to get to know the students. Does he only ask you questions or does he talk to others too?
3) Always says hi to you - that may also mean nothing,
4) Looking at your eyes when he talks to you - that too often means nothing. Plus if you're looking back at his eyes, then ...

1) Don't stare back at him. Keep him at a distance. Be polite but don't get too personal.
2) Understand that you ARE of legal age for him. You are off limits right now only because you're still a student. Once you graduate he can ask you out without any censure. You of course have the right to say no - or the right to ask him out first if you so choose.
