Yes it is, and maybe that's what she wants. But if its not then she needs to cut it out! And yes, IMO if you are both of age I don't see a problem with it as long as you use protection.

Keep your hands to yourself - you are brother & sister. Tell your sister to put clothes on. Tell your parents.

Just don't do anything impulsive that will creep you & your sis out & cause regrets for the both of you for the rest of your lives.
