If your sister is a female and DOES NOT look like a chili dog, then it is normal for a male to desire sex with a female; the fact that YOU KNOW THAT SHE IS YOUR SISTER is irrelevant--if you DID NOT KNOW then it would be 'ok' (?), that you know then it is not?!
