No, it is certainly not normal as cruelty and torturing of animals is often a prelude to more serious violent acts. Most of the more prolific serial killers tortured and killed neighborhood animals before moving on to people. I'm not saying those boys are going to grow up to be murderers, just that they need psychological intervention asap to nip this problem in bud. I hope the kitten is doing better and I hope the boys responsible receives appropriate consequences for their actions. They should definitely send them to a lock down facility at least for a few months while receiving treatment for violent behaviours. People are always wondering how to prevent some people from becoming aggressive and violent. It's catching things like this while they're still young and really working hard to help them develop empathy, compassion, and emotional control.
