Nah just get rid of welfare, or if they get it limit it to 6 months or a year. Fathers are as responsible as the moms. If it can be proved that a man has more than two kids on welfare deball him.
So your solution is to get rid of welfare. What about a single mother who has been widowed, had to flee from violent parteners or what if a women is raped and decides to go through with her pregnancy.
