sounds like a cross between new yorker accent and irish, if i had to guess.

Actually it does, the "...what region it would be normal for..." part makes it so. The purpose of this site if for people to ask other people for input, in matters dealing with normality. Also it was approved, meaning that it was deemed an appropriate question.
