I am 31 and I have heard all my life that women reach their sexual peaks in their 30's. Yeah, right! I don't have a sex drive at all, really, and this aggravates my partner to death! Your sister (or you) is normal. Not all women/girls have the same level of hormones flowing through their bodies and that is what determines the sex drive. Maybe she just isn't ready and that's o.k. Don't push her into something that she is not ready to do because she will only hate you for it later.
