No. It's a portable device that allows the wearer to tell earth time. To me jewelry is a necklace or a ring or earwings.
Yes and no. I do not see my watch as jewelry in the sense that I wear it to look better or spice up an outfit, but I wear it as a necessary device to tell me the time. But when doing things where it specifically states not to wear jewelry, I go ahead and take off my watch.

Jewelry usually has no purpose other than style or fashion, but a watch has a purpose of telling the time. Some people wear watches purely as an accessory and some people use them purely for time-keeping. I guess I (and most people, probably) are somewhre in between because I'd be lost without a watch to keep the time but my watch is about the only thing in my appearance I really bother to take pride in. It's not too expensive, only £40, but it looks like it costs more. If I had much money in the bank I'd replace it, because it has a few big scratches on the face when I wore it trying parkour last summer.
Maybe whether it's jewelry or not depends on what the primary function of the individual watch is: a timepiece or an accessory. Or maybe if it has a fancy strap then that could be considered jewelry, but the "working parts", the actual mechanics or electronics and the watch face, aren't jewelry. I really like that distinction, so I'll go with that :)
