The term hillbilly has, for the most part, been watered down to mostly mean the same thing as redneck. At least from a general linguistics perspective.
On a technical level I believe you essentially just have to be from a rural, isolated community in the hills. The term is most commonly used to describe people from Appalachia for obvious reasons.
Being like that depends on your personality more than where you were born.
Have you ever used duct tape to fix a wound? you might be a hillbilly.
Do you have 2-4 broken and rusty cars in your yard because of its dubious value? You might be a hillbilly.
Do you play the banjo? If so I wanna learn, seems like a cool string instrument to learn.
It has more to do with your beliefs and how you act than the actual location of your birth.

That's like saying do you have to be born in NY to be a city slicker, the Appalachia is just the NY of the sticks (I should know, I was born & raised there). So yes, you can be a hillbilly while not being born in Appalachia.
