Anyone who understands motor scooters and motorbikes - is this normal?

Let's be clear: what I mean by 'scooter' is what looks like a low-power motorbike, not one of those wheeled metal platforms with handlebars that you stand on and push yourself along on with your foot.

Do you need to 'rev up' a motor scooter or motorbike noisily every time you stop or start it? Is this a necessary part of its functioning - or even a useful one?

I have a neighbor who does this really close to my window multiple times a day. I've taken to keeping the shutters down on that window recently, and no doubt he'll have noticed. I don't really want to speak to him, because I live alone and am female and young and a social minority and it's not a very nice neighbourhood.

Is it possible to stop and start these sorts of vehicles quietly?

    In most cases you don't. It's a sign of being an obnoxious douchebag. Especially if done on a moped. Mopeds are designed for convenience and simplicity, so they have a smooth idle.
    Modern engines are designed to run smooth the moment you start them. That's what ECUs and fuel injection is for.

    Highly modified motorcycles, old Harley Davidsons, Indians, etc and tuned vehicles in general have a rougher idle, especially after a cold start. This could be down to an aggressive cam profile, fuel delivery, superchargers, etc... If you want it to run like hell on full power, it's gonna run crap on idle.

    On some old motorcycles you do need to blip the throttle lightly when the engine is cold to keep it from dying and keep oil pressure up. Harley Davidson owners do this deliberately, cause they think a bad idle and sometimes stalling engine sounds cool.

    Generally revving a cold engine is a bad idea and means you're an idiot for ruining your engine and annoying everyone around you.

    Yes when I ride a motorcycle I will rev it up right before I take off. It makes it easier to let off the clutch because sometimes motorcycle throttle response can be slow. Its the same thing with cars that are manuels. You rev it up once before you let off the clutch.
