Imo there is no such thing as evil. Good and evil are subjective. What is evil to you may not be evil to me, and what may be evil to me may not be evil to you. And vice versa, what may be good to me may not be good to you.
For example, I think it's evil for animals to be bred into existence to be slaughtered, and I think it's evil to murder unborn babies.
But I don't think it's evil for someone to be in love with or be attracted to certain things/people that are forbidden.

I dont think hitler was born evil. He got extremely bitter at the circumstances of germany after 1st world war and decided to do what he did. He most likely would be a different person if Germany was in a better state at the time of his life. He was homeless for some time and probably endured some nasty things during that time.
Dismemberment is the best punishment for Nikolas Cruz. The fact he has lived this long just shows how fucked up the priorities of the American justice system are. He should have been dead almost immediately and without mercy.
How could you possibly tell unless a baby is miraculously born able to talk and says some shit like "I want to make the streets run red with blood". While a hilarious mental image to me this is an impossible question really.
I think it's 100% life experiences; nobody is born evil. Even sociopaths and psychopaths are influenced by their environment. If their personalities were handled correctly growing up, they wouldn't end up doing the things they do.
Unfortunately, we don't know how to handle (or don't want to handle) things that are difficult to see (or accept), so stuff happens.

There are a few notable outliers, there always are against any rule. Hitler and Cruz are bad examples, they most definitely came to it through their experiences and a very bad attitude developed in response.
Off the top of my head, Eric Harris and BTK are good examples of outliers that were straight up crooked from the time they were able to walk, no prompting needed.
sexual deviancy is not immoral. People can not help what they are attracted to. It's only immoral if you force others into sexual contact with you who don't want it.
This is a complex question.
There are people born with empathy but even such people can choose to not do evil things, wether it is for their own sake to feel morally superior or because they have self awareness.
Then there are normal people who turn evil from life experiences. They experience big disappointments and they snap and turn really angry and bitter at the world or groups of people they consider bad and project onto. Even those people has got to be born with a certain weakness though since most people can handle letdowns, even big ones, without turning evil and taking it out on others.
Hence i'd say they're probably born that way, most of them, but for some it has to get triggered and it doesnt show up until that point.
Hitler wasnt born evil. He started as an artist reject. His rejections were far better than today's hundred thousand dollar act peices.
He just used a scape goat to unify his country together. On top of eugenics becoming a thing and wanting to have a civilization that lasts a 1000 years is a contributing factor to the mass culling.
His mental illness was becoming apparent at the end of the war though so that might have something to do with it. That or the drugs.
When it comes to evil some are just born into it. But one cannot then describe someone as evil if you were just born into it. Evil is something you must willingly know is the wrong path a choose to undertake it. If you have no concept of right and wrong whatever actions you do are not evil. To the rest of society you are but internally you are not evil.
It's a choice to be evil or you are just an animal. That of course means theres a spectrum of choosing and not choosing to be evil. Between being born naturally good, neutral, or evil. Or having experiences that aligns you to one of those groups within the spectrum.
Here's a better example which will totally earn me some hate if people take this the wrong way.
Are pedophiles inherently evil people? Of course! They prey on the most vulnerable, the most prioritized in society. But what is a pedophile? A person who does horrible things to children or a person who is sexually attracted to children wether they like it or not.
There is no worst hell I can imagine a person to be if they have a proclivity towards children and are aware of the outward effects if they partake. They have to shackle their desires because if they did so they would be willingly chosen evil dispite not wanting to be there in the first place. Either being born in or as a result of prior abuse being placed right at the precipice of evil.
I think practicing pedophiles should be shot on site. Hung, or burned to death. But that closes the doors to pedophiles that are at the edge of partaking in it. It's a life or death struggle in that case to sell the soul or sell their life. Of course they should sell their self first, remove themselves from the equation before harm is done. But humans arent naturally predisposed to killing themselves for societies benefit.
They should be monitored, kept far away from younger society. As it's a mental disorder and an incurable zombie disease. No upside and infinite downsides.
