Behavior: what's wrong with my dog?

I have a 3 year old lab/beagle mix.

She's very well trained. My problem involves her behavior inside and outside the house.

Inside the house, she is 100% excellent. Listens to everything I say.

My problem....
Outside(in our backyard) she is the complete opposite. She won't come when called. Everything I say, goes in one ear and out the other. She is not motivated by treats. She refuses to come inside when called. Only when she wants to. If she gets out without her leash, she runs rampant through the neighborhood. I'll run for blocks trying to catch her. She will not listen.

Any suggestions? Is this NORMAL?

    Alot of inmates are well behaved in prison but change when they get some freedom.

    Take her to dog training, which should be based on training you to train her

    honestly this is completely normal!!!! i also have a beagle lab mix and we had the very same problem!! she is so hyper and honestly if you kennel train her and learn how to properly be firm with her , it works. peanut , my dog, now comes inside right after going potty and is kennel trained but stays out all the time. although when she gets out, its hell. honestly she was very young when we got her and her growing up and being trained from the getco really helped and she learned how to behave. depending on how old your dog is,that might explain it.just like kids ignore you to what they want when they are young , they then grow up to know the consequences of their actions.

    It is probably just your dog being exited and happy. That is normal. I know plenty of dogs that do those things. Let your dog be a dog.

    Here's a thought that you may not be aware of: A dog is an animal, not a human being. So some dogs have trouble understanding the english language. So grab an english as a second language instruction book, make the dog study it for a week or so, quiz the dog on it (multiple choice questions), and things should improve.
