So I walked into a Liqour store by my house to “break” a 20 dollar note. I say to cashier, “I’ll take a 10 and two 5s please”?? This guy was biggest jerk about it! He just refused me, he said like “I don’t have that in my drawer” and then he just ignored me and walked away from me?
Yeah they can. I private business can refuse service to anybody for almost any reason.
Also business can't always break bills. They might not have had 5s and/or 10s or they were running low on those bills.

If “I’ll take a 10 and two 5s please” is exactly what you said and all you said after walking into the store, then the cashier wasn't the biggest jerk in the place.
A little more social grease and a friendly approach that suggested you didn't see the cashier as nothing more than a change-making machine that was there for your convenience might have led to a more positive result.
You were asking the guy to do you a favour, although it appears from your question that you weren't aware of that. How someone can get to the age of being old enough to walk into a liquor store and not understand this is beyond me.
Next time say, "I'll suck your dick for a 10 and two 5s, please." People don't understand common courtesy anymore.

Also, (again - especially a liquor store) they don't just open a register, for no reason. Once the cash drawer is open, robbery is much easier, for a criminal.
I believe that you and the liquor store attendant/employee have a "past" with each other, because you said: "Liqour store by my house". I'm guessing you 2 are NOT "buddies", for whatever reason(s). If he was familiar, with you AND liked you, this would've ended differently.
Another thing, is that stores which are open, at night (like liquor stores, convenience stores, gas stations, etc.,) don't KEEP a lot of change. They put all $20's and higher, in a safe"slot" right away. He doesn't want to run out of $10's, $5's, and $1's, for PAYING CUSTOMERS, who actually BUY something.
Maybe he's given you change, in the past, as a favor, and you are taking advantage of that?
Go to a bank, and ask for Vodka, or a cheeseburger. . . . . NO? Then don't go to ANY store, and ask them to be your bank !!
You took this, personally, for a reason, but "forgot" to tell US what that reason is.
You also "forgot" to tell us why you needed change. It really doesn't matter, because I probably wouldn't believe you, anyway.
Stop bothering businesses, who have expenses, and are trying to sell stuff..... not make change, for YOU !!

It's not allowed in all shops and you gotta follow the rules as a cashier! And it's possible there weren't any money for that in the drawer! Get over it and go to a different place.
Because it wasn't a bank. You go to a bank to deal with money issues. Anywhere else is a courtesy for the paying customer. What would make you think they could do this? That's like asking the post office to cash a check for you. Not appropriate.
