Constantly touching, rubbing, playing with nipples is it normal?

I catch myself doing this all the time, at home, work, grocery stores... pretty much anywhere. They're always hard. Sometimes I pull at the hair surrounding the nipples. Why do I do this and is this a normal habit? Hard nipples for a woman is supposed to mean she's horny but it's not the case with me.
