The one who was closest to the mother I believe. And it also depends on their economic situation. If the death of the mother means that the oldest has to cater for the young one then it's harder for him/her.
Depends on who is closer and how one processes grief. My mom passed 2 yrs ago and I think my younger brother is still grieving over it. He lived out of the country and I think the distance played a factor in them communicating much more. I was local and wrongly took it for granted a lot. Also, he was present the moment she passed at the hospital, and that played a factor I'm sure. I had just left after sitting with her. My views on life and death have helped me be more at peace with her passing but I do miss her a lot.
