Does anyone else hate when someone over emphasises consonants

does anyone else hate when someone over emphasises consonants when they talk? It's mainly people on tv who seem to do it, like the ad for the foot scraper thing, the voiceover woman keeps saying the word 'feet' in a really harsh English accent. It's also horrible when someone is whispering and you can't hear what they're saying but you can hear the noises of the consonants. It makes me angry.

    Whoever made the ad achieved their objective, because you've remembered it, right?

    I was amazed to learn decades ago when a friend worked in advertising for a while, that some ads are deliberately annoying so that they're remembered

    There's an ad for one of those after your accident referal numbers here where the lady says "it's so imPORTant". It doesn't bug me though I think it's funny if anything.
