Dog barks constantly when someone comes in contact w/me

I've noticed for quite a while now, ever since my dog, (whose a chihuahua) was old enough to start barking, would bark constantly and very loud when someone would touch me, hug, high-five, pat on the back, etc. He also does that with other family members when someone touches them. So is he doing that because he wants to protect the person whose being touched, and is thinking they're getting harmed or something? And is it normal?

    It's normal. My mother's dog and the neighbour's ex- dog did the same exact thing for her. The neighbour's dog didn't like men being around her. My mother's don't doesn't like strangers around her either, especially black men. It takes him awhile to trust people. Whenever we want to leave the house, he gets upset. He has even bitten people's pants legs to get them to stay in the house. Every little noise he hears, he goes ballistic. Sometimes he has even turned on my cat for making noises and when she is trying to play. :/ This dog is also a small-breed. Perhaps, small breeds tend to be overprotective.
