Extremely stretchy skin

I have extremely stretchy skin and have a really bad habit of pulling it out or it will itch. My neck is covered in really bad "Eczema" but the cream I got from my doctor doesn't work. My skin only stretches on my neck and chest above my breasts. I am also extremely pale and do not tan at all. I just burn in sun. The Eczema is red and blotchy. Any advice on what I should do? Its a cool party trick but it is sometimes irritating.
