fat cells make estrogen so fat men lack chest hair and beards. sometimes they end up with baby sized penis if they were fat before puberty. puberty= pubes thats dick hair
It's normal if you don't have all the outdoor man genes. I'm a lumberjack over here, but not everyone is.
To be honest it's perfectly normal, I had a decent albeit little beard by age 14, chest hair followed a year or two after but that would be down to my own genes. Everyone's different, I'm now 29 and probably about as hairy as I will get, it's strange though as I have very little arm hair and don't have back hair! (that's a plus to me) either way I know guys that are a similar age and still have no facial hair and little to none chest hair and friends younger then me now that are now more hairy than I am. I'ts all genetics. Something no ones asked is if you are overweight/obese as that can have some seriously detrimental affects on hormones so as others have said get checked out if you can but in all honestly there's more than likely nothing wrong with you.
Oh and last thing.. With hairiness generally comes baldness for a lot of guys (not all) but my hairline is receding thanks again by genetics and there's sadly little you can do about it.
Go to the doctor if you are concerned about this. People develop at different rates and amount of body and facial hair varies between men. That said, there could be a hormonal issue, probably not a serious one but worth getting checked out.
Some people have no chest hair and hardly any facial hair.. It's all in the genes.
Assuming/hoping you're a dude, it can depend on your race. But you ought to get some bloodwork done and your testosterone checked. Especially if you get mood swings and mental fog.
