How do completely deaf people have accents?

If someone's born completely deaf but does speak (obviously it's not clear but they can talk) some have the accent of the country/region they're raised. How?

I.E a person born deaf/raised in America sounds American when they talk, a person born deaf/raised in England sounds English when they talk etc

    They're probably taught it that way by their speech therapist.

    Just like accents in normal oral communication. Slight differences to point out where you learned from. I cant read sign language but I assumed that the language isnt 100% identical person to person.
