I can't hard reset my nexus 10

Everytime when I get to the screen with the ! sign in the red triangle floating above the android I just don't know what to do. I've tried pressing the power button and the vol up button but then the Downloading...do not turn off target screen pops up. This is starting to get on my nerves i'm doing everything that google support told me to do but every time my tablet just reboots the same way it usually does. Is it normal that this keeps happening, and what do I do? How do I hard reset my nexus 10?

    Take it back to where you biought it and have them show you how it is done. Maybe it is broken and needs replaced.
