I can't seem to study

I'm in my final year of college doing exams and they are not going well. I cannot study. I sit down, open a book and start taking notes. By the end of it I have barely remembered anything. When I attempt past exam papers I can't concentrate, like some mental block is telling me that I shouldn't be doing this. And even if I figure out a question I can never retain the information. It's my final year and the exams so far are going so, so bad. My GPA in previous years was 60%, but it's looking like I'll be lucky to get a 40% this year.
Is it normal that I'm in the middle of my exams and no matter how hard I try I just can't retain any information I try to learn during my study?

    I feel the same way, I just finished my finals. Frankly, unless my teacher gives me a review sheet I find it extremely difficult to study. My suggestion would be to get those "5 steps to a 5" books, they have practice questions and can be a review sheet. But being lazy and unable to study is pretty normal.
