I don't understand people talk in foreign countries?

When people travel to other countries, how do they talk in foreign languages?
I want to travel to Europe someday, but I don't speak the language...so how do you talk to them, because sometimes you have to tell them to get you food, or buy a train ticket, or tell them to shut up on the train if they're too noisy... lots of situations.

Do people use an app to do it?
Or do you have to learn English as a foreign language so foreign people can understand?
I don't really get it. Any help would be appreciated.

    Usually you just need to point to whichever part of your anatomy you'd like them to suck while waving a few Euros.
    That's all you need to know for a pleasant stay.

    Use a phrase book. The first question I would ask (in English) is "do you speak English?"

    Many langauges are spoken in Europe. French in France, German in Germany, Dutch in Holland, Italian in Italy... You get the idea. Probably the easiest would be Britain and Ireland where they speak English, which is mostly similar to Americanese so should be fairly intelligible.
    You'll also find many people in mainland Europe can speak perfectly good English, especially now it's the lingua franca of the internet, although some (Holland, Germany) are much more willing to use it than others (yes, I mean you France!).

    You buy a small phrase book, with your own language and the language of the country you're visiting.
    Ie. I'm from England, and if I go to France I would get an English-French phrase book.
    These books contain lots of useful stock phrases with easy phonetic pronunciations.

    Try seeing yourself as a baby learning how to talk. This is gonna sound weird but i think it's easier for you to understand: Pretend your parents are foreign(they only speak the language you want to learn). But you don't speak their language. Now you should focus on the words and sentences you think you should learn first to communicate with them. Firstly learn the basics for survival(like intruductions,asking for directions,conversation (like "i like this; i don't like that"),asking for food;etc). That's the method i usually use to learn faster the language i'm trying to learn(currently i'm trying to learn russian, but i also speak portuguese(i'm brazilian),spanish,french and english).
