Your fundamental error was buying celery in the first place.
Cardboard has much the same texture and taste, it stays fresh forever at room temperature and it has basically the same nutritional value as celery. Best of all, it's available free from just about any random dumpster.
If it's only a bit wilted, you can put it in a glass of water and it might crisp up a bit. If it's rotten, you're out of luck.
I find storing it in a aerated tuperware with a cotton cloth prolongs the shelf life
Wilting is normal if it hasn't been stored properly or you've had it for a while, but it hasn't "gone bad" unless it's brown and slimy.
If it's too wilted to eat raw, chuck it in a salad or a stew or soup.
