Is it normal for an adult to be mentally and psychologically stuck as a teen ?

So is it normal for an adult , actually a person in his late twenties to be mentally and psychologically stuck as a teenager , like somewhere between 15 -18 ?, would he be considered retarded ?,since under 18 is still a child , but 18 and above is an adult .
A person with a child mentality is retarded , but is it the same with teen mentality? , and we can take the question further to 30 and 40 something having the mentality of 20 something .

    Yea its considered normal..Even If you were 40 something and had the mentallity of a 15 yr old it would be normal

    I don't think immaturity is retardation. But if they really can't help the fact that they have an IQ of probably what an average or below average 15 years old would have, then yeah. They probably are a little bit slower, but I wouldn't jump to conclusions and say retarded. I think if they were retarded their parents would probably be told that by the doctor when they were born.

    It depends on the individual.

    If they're mentally challenged, then it's not their fault.

    If they're in full control of their mental functions though then they're just being immature.

    • And how can you make out what they are , like mentally challenged or normal individuals that are just immature , can you always tell ? , also you didn't mention mental illness / psychological illness that could make them act the way they do .
