Is it normal for kids to not wear clothes and run around naked?

There's this kid in my neighborhood who has clothes but won't wear them. He runs around, finds a place to pee, and instead of pulling his pants back up, he just pulls his feet out and keeps running around the neighborhood. I've contacted his parents numerous times and they assure me that he has clothes (I know this because I've run over them before), but he strips whenever he feels like it. He then hides behind things and tries to sneak around the neighborhood with his genitals exposed. He's also unzipped his fly before at people driving by.

    It really depends how old he is. its normal for kids to do this when little like maybe up till their 4 at the most but really its the parents who should be watching him and making sure he does not do this. but its not the kids fault if his parents won't make him stop. I would do what gummy said there is creeps out there and that kid could get hurt or killed.

      Yes i agree its ok uo to age 7 or 8 but in doors in his own home not terroorizing the neighborhiod

    That's not safe /: there are lots of crazies out there today. I know it seems like an overreaction but I'd probably just call the police and have them deal with this.

    It's not safe nowadays for a child to do this. It wouldn't even be safe for a grown woman to do this. There are a lot if sick people out there. At home, they may be open on the nudity policy. There are some people that are okay child nudity or nudity in general. Nudists would be the word. Get the like minded neighbours together and see if you can brainstorm a way to best approach this issue with his parents.
