Is it normal for people to expect you to roll through stop signs & then hit you

I live in a predominantly Hispanic/Asian neighborhood but despite that still try to follow traffic rules. By coming to a complete stop at a stop sign, for example. But I've been rear-ended several times like they weren't expecting it. IIN?

    Happens in my town a lot too. People are in such a rush to shave off like 15 seconds from the drive to wherever they have to go. They get pissy when they almost hit someone for making a full stop and act like it's not their fault. Also, what does being Hispanic or Asian have anything to with it?

    The nationality of the people is irrelevant and I don't know the law in the US, but in Australia it's assumed that if someone runs into the back of another vehicle they have to be in the wrong (whether or not it's at a stoplight or stop sign), because drivers are supposed to leave enough distance between themselves and the car in front to stop safely when needed.
