Is it normal for someone to sell a photo of a public mural

There's a mural in Albuquerque that my friend painted and somebody is selling a photograph of it in a local cafe... My friend has never heard of this person. But it is kind of a public mural on another local business. It just seems messed up...?

    Well it's normal and completely legal as long as the person selling the photo somehow gives credit to the actual artist.

    If it's in the public domain, then it's perfectly proper. Would you consider it improper to take photos of statues in a park or plaza in Europe while on vacation?

    This is a confusing area of copyright law. I'm honestly not sure quite how it works. But ethically, it's pretty crappy.
