Is it normal for talent scouts to ask for money upfront?

Is it normal for talent scouts to ask for money upfront. They said you had to pay about 300$ up front for head shots. They said that only 50 people would be accepted into the next round and they do not accept everyone. I in fact did get accepted and was told I did very well. I did not have the up front money though. It was talent scouts.

This sounds like a joke and a complete waste of your time . I advise you to find a genuine agency who covers the cost as an investment to make you and the company money .

You are being conned. Any reputable agency will invest in you if they think you can make them money. If not, then you pay them and that's how they make their money.
I suggest you do some research on the net about proper procedures, and not be so naive about a business you are seeking to work in.

Some agencies do charge new prospects who don't come with a portfolio. Make sure you get the proofs, digital copies and the exclusive rights to use them unless they contract you for the right money. Then compare the cost to having your own, similar, portfolio done.
