Is it normal for things to be so hard to open that its terrorist proof?

About an hour ago, I was trying to open a mustard cap. It was sealed triple duty. Sealed for my protection. Sealed for everyone's protection. Sealed almost forever?!?! It was a 10 minute struggle to get the wrapping off, then, surprise surprise, another layer of sealing needed to be removed. Then, the twist cap decided to be imperfect. What's with the terrorist-proof packaging? Is this normal?

Its the same with ketchup, peanut butter sometimes, and low and behold? Unpackaging any kids toy ever! Egad, the packaging! Its all so bound within the packing, that you can nearly damage what it is you bought, like any electronics sealed thingy.

    I absolutely died of laughter when I found a set of shears especially designed for those plastic packs that are so hard to open, sold in that very packaging.

    I think they do it to make it impossible to quickly open in the store and steal the contents... But obviously that wouldn't typically apply to mustard.
