Is it normal for websites to randomly lock you out?

There another website I go to. It randomly locked me out of my profile. I only had one infraction but nothing since I was very popular on the forum. One day the password suddenly stopped working and wont let me log in. I made another account but now that is glitching out on me too. How do you fix it? I messaged Moderation several times and they done nothing to fix it. When I use the "Recover password" Option I get a Temporary password to login but than it says "Sorry wrong password". Is this Tampering with my account or is it a site glitch? Either way how do I fix it? My password has been exactly the same since I made the account. The account is not banned even, its just not accessible.
