I've been shaving since 13 and thought having facial hair was great now im 30 and only let it grow because shaving is annoying and expensive. My 2 half brothers are 26 and 24 and can only grow the hair on their chins so kind of a genetic crap shoot nuthn you can do about it just work with what you got .
What's your ethnicity? Asians and Native Americans are less hairy than other races.
Genetic roulette. Some people have full beards and some only part. There are regional / racial tendencies but plenty of people break those patterns.

Seems normal, not all people are tall, not all people are short, some have beards, some are bald.
I'm alaskan native and can only grow a partial beard, basically what you see when you picture mongol horsemen or old Chinese paintings.
I barely grew facial hair at all until half a year ago...Although I'm only twenty one, most end up growing some before then. I only started shaving like half a year ago due to not needing to. Now I'm growing a good amount and could have a beard if I didn't shave, as I once tested. Not a good look for me.

My 26 year old cousin has never had a beard, he's still waiting for it to come. It's perfectly normal and it makes one have a baby face, if you wanted a hipster beard then I'm sorry bro.
