Is it normal i dont know how to get experience?

I am 21 and I dont really have a lot of job experience. I am poor so I cant pay for college. Federal aid says my mom makes too high an income so I dont qualify for any grants or scholarships because of my moms income. I also dont get a lot in loans for school either.

I have bunch of certificates but they keep telling me I dont have adequate experience. However when I try to volunteer to work at places for free to gain experience they tell me that its illegal to bring me on unless im a student and ROP program trys to get me hired there.

What do I do? I talked recruiter but I still waiting on being processed to go to meps and they said its 6 months till I off to boot camp. I have experience as a stocker but most jobs wont accept that and only accept warehouse experience. Its not like I have a bad record. I dont smoke, or drink or anything either.

        Yeah, Something like that! Brother got a job like that, and he's getting $200 a week. :p... Or month. I forgot.
