Is it normal i find nosy neighbours creepy

My friend has a very nosy neighbour and it bothers me a lot and sounds like a nightmare.
He says his neighbour is nice and wants to help him with stuff sometimes but that hes always standing in the window and whenever my friend arrives or leaves the neighbour heads outside and strikes up a conversation. It frankly pisses me off how people can be so disrespectful of personal space. Ones home is supposed to be a sacred private area. I know it bothers my friend as well whom is very introverted and guarded of his home but he is a people pleaser. Had it been me I wouldve replied "hi" so he at least couldnt call me rude for not responding, while quickly walking and not even slow down a little bit or make eye contact. I cant believe that some people consider it their right to force their friendship upon others with absolutely zero respect. I can do that too you know I can go outside right now and walk up to someone I know lives in this neighbourhood, stop them in the middle of the road and force them to speak to me but I dont because that is mental and desperate behaviour. It reminds me of those horror movies in which someone befriends the main character who is reluctant about wanting to be friends but eventally gives in because the other person is so persistent and "nice", only for it to turn out that the person is a psycho stalkering killer. Especially when a complete stranger is overly nice and offering even insisting to help with things thats creepy, its kind of like lovebombing from someone you just met and they are making you dependant on them and unable to say no to them in the future.
