Yes, perfectly normal, although a real pain in the arse. Proof if any is needed that if there is a god, then it isn't male. No god would inflict hairy rings on anyone.

Remove it like any other hair, but expect it to be like any other hair removal. If you shave make sure you use proper razor and cream and you will have to keep doing it because it will grow back and it does get itchy. I just avoided the itchy part by shaving about every few days. I have always kept mine smooth some one way or another since puberty hit.

Waxing is currently my favorite method I have a home system I bought at Sally's. A stripless wax is best for all the pubic hair. Waxing last long and it's doesn't hurt like you see on the movies. Just follow the instructions and trim the hair. ****there is a danger if you don't follow the directions****

Hair remover foam and creams are great too and easy they just say on the label not to use on the anus. I still did and my sack and piece too. Down side is the smell is durned hair and I just never really cared for it.

Use a defoliating agent like Nair, it removes all the hair and leaves your arse nice and smooth...

Lighting your farts on fire with your pants off will remove the hair around your anus.
And your balls.
