Is it normal i have only 1 v on whatsapp message and contact connected later

I use WhatsApp messenger on my cell phone and I have only one v on my message. It usually means that the message is sent but the contact didn't receive the message. But this time, the last connection time of this contact was later. If a contact blocked you, the message actually has only one v and you can't see his/her connection time. In my case, I can see the connection time !

How can you explain this ?

      I know WhatsApp has a big competitor, Telegram. But most of my friends and I still use WhatsApp.
