Is it normal i never played outside as a kid?

when i was around 8 we moved into a new house and i use to always ride outside with my scooter at the previous house with the neighbours kids.

after a few days at the new house i rode out with my little sister and we introduced ourselves to this girl who lived on the other side of our house and asked her if she had a scooter and wanted to ride around with us. she said she did and went to go ask her mum but she didn't come back for a long time and after like 20 mins of waiting she came back out and told us her mum told her she couldn't play with us and left.

after that i never went outside to ride on my scooter again and stayed indoors
