Is it normal i see little dots ?

Is it normal that on bright and dark backgrounds I see like many many little dots, I can't control them, they just there. (It's not floaters)

    I heard that the dots you see in the sky are your white blood vessels.
    But I could be wrong.

    It depends.

    If you only see this against bright backgrounds like a clear blue sky it is called Blue Field Entoptic Phenomena and is normal.

    If you see what looks like static against dark backgrounds you are seeing visual snow.
