Is it normal im afraid she won't meet up and should i wait for her to text?

I'm meant to be meeting up with someone really special to me this month, haven't seen her in over a year. I initally asked her if she would meet up with me and she said she was excited to and has to save. Its been over 3 weeks, we are in the beginning of the month we are supposed to meet up but I haven't heard from her since our conversation. I feel its her turn to talk to me and organise a specific day or at least let me know if she can make it regarding her financial situation. What do u think?
