Is it normal my left nares always get stuffed with booger?

Try this: Get a broom and stand it upside down, with the handle on the ground and the brush end sticking up.
Then put the brush end under your left (or right) armpit, so you're leaning on it like a crutch. Put a little weight on it and a wait a few mins, and you should notice it starts to affect which nostril is clogged.
If it doesn't work, try it under the other armpit.

But yes, I think it's normal. One of my nostrils is always clear and the other one is basically clogged the whole time - as in, I wouldn't be able to breathe properly through it if that's all I had.
But together, they work as a team.
