Is it normal my pupils keep dilating and constricting?

Every so often when I stare at something, especially something white like my PC screen or a wall, I see my field of vision "pulsating" between dark and light which, I think, basically means my pupils are going back and forth between large and small.
I should note that I haven't actually seen it looking into a mirror, just the way I described.

Is it normal? What is it caused by?

    Perhaps if you stop staring at that strobe light, your symptoms would go away.
