Is it normal my teacher stares at me

So I'm casually walking at school and this science teacher states at me ALL THE TIME. He's about 22-23 and he just stares, no expression on his face. If I look at him he stares for about 2 seconds and looks away fast but he makes no facial expression. If he ever comes in to a classroom and he walks out he glances at me then out the door. He does it during exams too which I just feel he's staring at me and can't concentrate. If I'm sitting at a table with my friends he will go and talk to them but ignore me? I'm confused. Please can a boy/man/teacher tell me what this meansss!?
Ps. He doesn't teach me but I see him everyday around the place (hallways+supervising the lunch area+passing through classes to get things)
Does he like me? Does he think I'm ugly? Plus, I'm a shy person and blush a lot if someone's staring at me and don't know what to do with myself and while I was on a school trip, he stared at me and my friend even noticed it and told me... I don't feel annoyed about it I just think it's weird.

    Maybe he just spaces out. I always have a feeling that someone's staring at me when in reality they're not.

    Socially inept males do this to females they find attractive all the time. I have a friend who gawks and stares because he knows he can't have a relationship (he is a Harvard grad too.) Could end up just being a creeper or it could be far worse. If you publicly confront him about it he will definitely be shamed into stopping immediately. It's safer to do so with your friends around, as they will take your side.
