Is it normal normal for a corworker to constantly look at another's feet?

I have a co worker who comes into our office (he has a separate one) and looks at our admin's feet. We started keeping track but stopped counting after a hundred. WHen she was gone but left her shoes, they were not where she left them and obviously messed with, to what extent we dont know. Is this normal?

      I agree, and there is nothing wrong with that everyone has something they into. But he is so obvious about it, it's only a matter of time before she goes missing and they find him with her feet in a Mason jar.
