Is it normal that a cat meows and his hair stands up when in the basement?

my parents have a cat is is very nervous in the basement. it's a very nice, finished basement like an apartment. he meows all the time and paces with the hair on his back standing up and his tail twitching. yet he doesn't leave, he stays as long as there are people down there. just meowing and fussing about

    my cat does it aswel, and when i go tend to the cat theres a extremely unrested spirit just staring at me,, , , you see, if you are a spiritual person, you will know that cats are the guardians of the house and will warn you if something is there and is not natural or normal, he/she stays there to keep the entity at bay so that it cant go any further than it already is.

        idk, but from what u said, the cat doesnt seem to like something down there, gas leak? Ghost? Mole Ppl? ur guess is as good as mine
