Is it normal that both of my nipples are itchy?

A month or two ago, I had an itching sensation in my left nipple. When I scratched it, it crusted over with scabs. I don't have self control, so I always end up scratching it when it itches. A few weeks later my other nipple itched and it did the same thing, only I scratched it too hard so it had a clear fluid come out of it and it hurt when I touched it. I am not pregnant, I don't feel any unusual bumps, and it doesn't bleed or hurt unless I scratch too hard. I still have the itching sensation in both nipples, and it's driving me crazy honestly. I know I should tell a doctor, but I just don't think that it's serious. Does anyone know what this could be, and has it happened to anyone else?
