So my neighbor cat craps on my lawn and I've told them about it and they said we should shoo it away with water or buy repellent spray. So I called the city animal control and guess what? Cats enjoy an exception to tresspassing laws because it's their nature and it's a crime to trap it if I know whose pet it is! So I asked the city guy if it's my problem and he said pretty much which is total bullshit.

    I really hope you're trolling. I know the cat annoys you, but that's a very cruel thing to do to a domesticated animal that can't fend for itself and doesn't know better.
    
    Unfortunately, living around other people and creatures often results in inconveniences like this. You'll deal with similar problems your entire life, and will be expected to deal with a lot of it (especially in a workplace; I deal with it on a daily basis).

Well there's always shit you gotta deal with when living near other people. There's always the option to move out to the forest but then you might have to deal with other animals.
I think if you live in a house you simply have to deal with loose cats. Your neighbours cant control where their cat decides to go and the repellant spray is a good idea, if you're too cheap to buy one then it's your problem. The cat needs to be able to be outside.

  They offered to pay for it at first then reneged on it. Why should I spend money to keep someone else's stupid animal away from my property? It sucks. They take no responsibility for it.

    How much does the spray cost? If it's important to you that the cat stays out of the yard, it might be worth the cost if it's not outrageous and lasts awhile.
    
    I have a friend who used to have a dog that would try to jump up on my car door and scratch it with her nails, so I bought one of those cheap spray bottles from Wal-Mart and filled it with water, and would roll down my window as I was pulling in the driveway and spray her with it if she jumped on my car. It was pretty effective, and worth the little I paid for the bottle. Water is also harmless and while they don't enjoy being sprayed, it won't hurt them.

      We've tried lemon, rosemary, mirrors, electric fence, water spray, but nothing deterred the damned thing. Read my upper post for my final solution.

    You could move out to the boonies or something like kikilizzo said, but then you'd probably have to deal with a lot of feral cats as well as whatever other wildlife there might be in your area.
