Is it normal that druggies shoot up infront of everyone on the ground

The other day me and my mom spotted a group of druggies outside from the kitchen window. One of them sat down on he ground, took a needle to the arm and then stood up and he could barely walk properly. I've heard others around here complaining about needles in the bushes, and everyday I see tiny kids playing in and around the bushes.
Sometimes the police or security comes around but they are so darn slow the druggies have already left, or gotten rid of the evidence so the police cant arrest them. Sometimes cops come around at night searching the ground and bushes with flashlights, and other nights sketchy guys search the bushes at night with flashlights. I think they leave stuff there for each other to pick up at night. Its strange in my opinion for activity like this to have started in a family neighbourhood and being allowed to continue as police gets nothing done or doesnt care much.
